Both the mayor and governor consulted their lawyers before making or not making critical moves before, during and after the hurricane and flood.

I have no doubt they talked to their lawyers, who advised them to be cautious, warning them of potential liability if people were hurt or killed in an evacuation that turned out to be unnecessary.
That and complacency. We have 20/20 hindsight now but I bet nobody over there envisioned things would turn out like this.
I’ve lived on the gulf coast all my life and prior to this storm I kinda had it in my mind that the wife and I would remain here if a hurricane was coming. She and I were laughing about that this morning. We won’t be hanging around here if a storm comes now, we’ll pack the dogs up and head for San Marcos, get a hotel room and eat TexMex for a few days.
